Not sure what you are asking? There are several other dimensions besides rim height, plus different construction materials that constitute what's required in a target to meet Basic, Standard and Championship qualification.

If rim height was not important on which baskets qualified to be championship so that players have something standard, then how could it not be the intention of PDGA not to have the baskets placed in the ground at a point where the average height of the rim does not meet those specs? I thought that this is the case, so even though I have a couple of baskets in stumps myself, I made sure that the rim height did not vary from as if the baskets were simply placed in the ground by cutting down the stumps.

The rim height spec is so installers know what to expect, not necessarily players. Imagine if there were no rim height spec for manufacturing? Less interchangeability for upgrades to most baskets. Allowing some targets to be installed at different heights means only a few might need to be modified for special installations.

Basket placement. Make it as tough as possible. The more you have to think on the course the more chance you have of gaining strokes.
