Default Course Proposal

I'm in the middle of working up a proposal to submit to the parks dept. for a new golf course. Obviously a lot of things are custom to the property your looking at, but a lot of the info contained will be applicable for any course, so Im trying to make it a template so it could be used for more than just one course. Im looking to compare what I have to others that are out there. I've found a couple of proposals online, but nothing has really stood out as above and beyond. Does anybody here have a formal proposal that they would be willing to share?

I'm bringing this back up again, it got moved to the back burner for a while, does anybody have a copy of a land use agreement? With all of the new courses out there, somebody has to have an agreement in writing!

Maybe check Keith at Chainbangerz? I believe they took over the land use agreement with the city of Seatac a while ago.
