Whats the deal with #22? Is it really only a little above 100 grams? What is pulse line?

#22 was sold yesterday. Look in the picture attached. You will see a pulse line running at the bottom of the stamp. Yes it is only 107g. The pulse line was run on magnets in the late 90's before the stamp changed.
