The rule:
If the disc is touching the curb it is in.
The test is simple:
If you can slide your disc before it touches the curb, it is out of bounds. If, however, you cannot slide your disc any closer to the curb, it is in-bounds.
And yes... I know that this is harder to interpret... but them's the course rules.
