I agree that those without PDGA ratings should be treated differently. The formula for those without ratings should look like this:
Round 1: Round 1 Score = New Rating
Round 2: (New Rating + Round 2 Score) / 2 = Newer Rating
Round 3: ((Newer Rating x 2) + Round 3 Score) / 3 = Newest Rating
etc....
This is just averaging all rounds played during TDG. This type of system, over time, should decrease the effect of rounds well above or well below a player's average.
