The last time David Wiggins Jr. played in a Junior division (other than Worlds and Jr Worlds) was 2005. He started playing Open in 2006. He did play Am Worlds as a Jr. in 2008 - in the <19 division (he was 13 at the time).
I really don't think the word sandbagger is accurate in this case. Not even close.
