PDGA tournaments require a specific amount of added cash, depending on the tier. This would more than make up for any fees.

PDGA tournaments require TDs to submit a TD report, explaining how money was paid out.

Non-PDGA tournaments require none of these things.

By they way... Can you tell me who our state champions for the last five years are? You don't have to name all divisions, just Open would be fine.
(If they were PDGA events, the results would be very easy to find).
