How about South Whidbey State Park. I think there is available property on the east side of Smugglers Cove Road, but the map don't show it.

The Kettles area of Fort Ebey State Park would be good all so. I think that is state and county land.

NAS Whidbey would be good also. The area between the old trap range and the hospital. Basically from the south end of Sarotoga Street all the way to the water. Excluding the archery range of course. Of course half of that is on the base. Many trees would have to to be planted. That's a good thing. MWR is always looking for new recreation activities.
