$7000 seems reasonable. $3600 for baskets alone. I'm not exactly sure how much fly pads are but they are much more expensive than concrete; I could see another $2000 for fly pads. Then you also have to factor in for paying city employees to prep, install and maintain the course. They also use equipment that guzzles gas or electricity. Everything costs money.
