Keizer Disc Golf Course goes before City Council
 

I don't have all the details yet.
Capitol City DGC has been informed that the Disc Golf Course for Keizer Rapids Park is on the agenda for the May 18th City Council Meeting at 7:30 PM. That's next week!

Anyone interested is encouraged to attend.

Also if everything gets approved the basket sleeves will be installed near the end of June.:cheerleader:

Has a final layout been decided upon, to be presented for approval, or will the details be worked out later?

A new layout has been put together to present to the council. Chris W has it. That is all I know.

SUBJECT: AMENDMENT OF KEIZER RAPIDS PARK MASTER PLAN AND DIRECTION TO ALLOW DISC GOLF IN THE PARK


BACKGROUND

Disc golf is quickly becoming one of the fastest growing sports with more than 2,000 installed disc golf courses across the world. Few recreational activities that offer such high benefit-to-cost ratio of disc golf with relatively low capital improvement and maintenance costs. It is environmentally sound; is played year-round in all climates; and is enjoyed immediately by community members of all ages and skill levels.

On March 10th, 2009, it was proposed to the Keizer Parks Advisory Board to have the City of Keizer and disc golfers of the greater Salem-Keizer area (with specific support by the Capital City Disc Golf club) to collaborate to construct a disc golf course in Keizer Rapids Park. The proposal requested an amendment to the Keizer Rapids Park Master Plan to include an 18-hole disc golf course. In addition, the proposal requested $5,400 in Parks Staff time (est. @ $100/hr) and $11,800 for costs of materials, specifically:

Baskets, with collars: 18ea @$400/ea = $7,200
Hole signs: 18ea @$100/ea = $1,800
Entry sign/kiosk: 1ea @$1,000 = $1,000
Concrete, gravel and misc. 18ea @100/ea = $1,800
Total Material Expenses: $11,800

It is intended, the Capital City Disc Golf Club will donate/volunteer labor to ensure the installation of the course goes smoothly. The Club will have on-going work parties to maintain and improve the course. It’s estimated, the group will provide 540hrs of labor to properly install the course. In addition, Daniel Hatfield with the Boy Scouts is working for his Eagle badge and has offered to coordinate his troop to assist on the day of installation.

The proposed land for this project has outstanding qualities for a superb disc golf course including a variety of large and mature trees; elevation changes; uneven terrain; and established shrubbery. The existing land would require minimal development compared to other possible uses for this area since a natural habitat is a benefit to the game of disc golf. The proposed disc golf course will be laid out so as to work well with the walking paths.

The Keizer Parks Advisory Board recommended to City Council to amend to the Keizer Rapids and approve the allocation of $12,000 in Parks SDC funds for the project.

Amendment will to the Keizer Rapids Park Master Plan will include an amendment to the following;
- Map on pg. 27 (see attached map) includes an identification of the general area where the disc golf course will be located.
- A paragraph will be added on pg. 28, “The western portion of the park has outstanding qualities for a high quality disc golf course including a variety of large and mature trees; elevation changes; uneven terrain; and established shrubbery. The existing land would require minimal development compared to other possible uses allowing both disc golf players and other park users to simultaneously benefit from the natural habitat. The proposed disc golf course will be laid out so as to work well with the walking paths.”
- Line q on page 34 will be added to include disc golf with a cost of $17,200.

An attached proposal of the course layout has been attached. This proposal is flexible and can be adjusted as needed.


RECOMMENDATION

It is recommended the City Council approve the attached resolution to amend the Keizer Rapids Park Master Plan to allow disc golf in the park. In addition, dedicate $12,000 from line 21 of the Parks Improvement Fund for purchase of materials.

WHEREAS, on October 2nd, 2006, the City of Keizer adopted the Keizer Rapids Park Master Plan;

WHEREAS, on March 10th, 2009, it was recommended by the Keizer Parks Advisory Board to amend the Keizer Rapids Park Master Plan to include disc golf; WHEREAS, the City has solicited and received informal public input on such an amenity in the park;

NOW, THEREFORE,

BE IT RESOLVED by the City Council of the City of Keizer that the Keizer Rapids Park Master Plan be amended to allow disc golf;

BE IT FURTHER RESOLVED by the City Council of the City of Keizer that the attached map is hereby approved.

One comment I have: isn't it possible to get baskets for less than $400 each? If so, maybe the extra funds could be used to put in a few more alternate tee pads, or extra sleeves for alternate pin placements.

Yes, get Lightning DB-5s, Jerry will get you a fine deal on them, or go direct like I have done in the past. Not as refined as a DGA or Innova, but every bit as sturdy, and perfectly adequate, as long as not assembled incorrectly, with the short pole section on top!

The only thing they don't want is Yellow baskets.:shocked:
Expect to see a working party in June or July.

That's awesome. I can understand their feelings about the baskets, though; the plain metal ones do blend in with nature a bit better.

Were there any comments against the course?

If you go with that basket, you may want to consider installing interior chains on each. I hate to see good putts go out the back of the single chain baskets.

There weren't to many comment against.
The money came up. The free labor and course ongoing maintenance canceled that out.
One women complain how the baskets destroyed the natural look of Adair Park where she walks her dogs. I think that is where the anti-yellow thing came from.

The big surprise came when the closest neighbor spoke well of us.

These types of comments crack me up. Does she also complain about the paved paths, streetlights, stairs, boardwalks, and other non-natural ammenties in the park?

If these are the worst complaints they have, I say let 'em gripe.
